Unit Head's Performance

This book shows what and how the unit head improve performance which the top manager expects. However, I think the member should not be a unit head if the member had not had the abilities to improve performance of the unit.
This author has consulted more than 2000 companies. It's so many. I imagine allmost all companies would be small or middle business. There might be less good human resources.
